2) IT Proposals Being Redirected to Kansas City

GSA has begun offering cash buyouts and early retirement packages to more than 400 employees at the Federal Supply Service and the Federal Technology Service. These cuts are occuring because the Information Technology Solutions program at FTS has been losing money for the past 24 months and FSS has shown decreased revenue. The buyout period began this past May, and GSA expects approximately 200 employees to take the offer.

Many of the buy-outs occurred at the GSA IT acquisition center located in Arlington, VA, which is responsible for Schedule 70 (Information Technology Products and Services). With the buy-outs, a vacuum of personnel has formed, altering effective workflow. The remaining workforce has been inundated with more IT proposals than they can properly deal with.

GSA management has arranged a short-term solution to this problem: sending some IT proposals to GSA employees at the Kansas City Center for Facilities Maintenance and Hardware Acquisition Center. Employees at the Kansas City center work on proposals submitted for Schedule 03FAC (Facilities and maintenance Services) and 51V, Hardware Superstore. GSA has not confirmed whether this is a permanent or temporary solution.

Additionally, we have just received word that some of the proposals for Schedule 871, Professional Engineering Services, which are also submitted to Arlington, are being sent to Auburn, WA, home of MOBIS and other service-related Schedules.
